Located down one flight of stairs right off of Blue Street. The blog map will show you the best location, but it's past the Mikasa "tunnel" mall, past the pachinko parlor, but before the bank of Yokohama and before the next intersection/traffic light- and on the right side if you're waking toward Yokosuka-chuo station from the base.
Once you get down the steps it is the place right in front of you. There seems to be another restaurant to the right but I'm not sure what they serve.
Kanun is worth checking out for both lunch and dinner.
The place was full of locals recently at lunchtime which is always a good sign. But they make you feel real welcome as you walk in. In fact the Kanji in their name 閑雲 is leisure - cloud. Which may be a shorted form of 閑雲野鶴 kanunyakaku which means "free from worldly cares."
They have a good English menu and I've posted a picture of all of them below (including the Japanese menus)

Have not had a chance to compare their Japanese menu to the English menu yet. But it did appear that the Japanese menu may have had some things the English menu did not have, or the English menu has not been updated as often. Some of the menu pictures are a bit blurred, apologize for that an hope to correct in the future. Coupled with some "essential food Kanji" and some katakana you should be able to figure out some things on their menu even without a browser translator.

The online menu appeared more complete than their hardcopy menu for beverages. I saw they had one or two junmai daiginjo 純米大吟 (highest quality) sakes, a few junmaiginjo 純米吟, and other junmai 純米 sakes. They also have sochu, beer, cocktails (oolong hai, etc).
