You're not going to like this one, but we have a neat little "hide-away" restaurant that wants to stay that way.
After taking a photo of the chalkboard wall menu they requested that I not take more photos inside and I obliged. So the menu is one of your admittedly difficult clues.

It was a cool place though, playing soft music from the 20's or 30's. The music had that characteristic sound of coming from an old style radio it seemed. Numerous antiques decorated the shop and it certainly was a step back in time. Every shelf, wall, and counter was occupied with items that catch your attention.
Only three tables and a counter provided seating in the very interesting interior. Might best be described as a nicely decorated personal library with some odd twists. For instance there were several pyrex laboratory flasks on one counter.
I will honor their request and it will remain a secret. You'll only get this highly altered photo (below) of the storefront and the previous wall menu. They explained that they are a "hideaway" place and don't want to become well known.
I had a pork dish prepared Vietnamese style. A salad was delivered first, and after 10 minutes or so the main dish, as the chef seemed to be doing some additional preparation. Rice, tea, and a small dessert finished out the set. Others that came into the small restaurant had to wait. Only one chef/server/cashier did it all.
The chef prepared excellent home-cooked set meals in the throwback kitchen behind the counter. Excellent flavor and preparation. Very homey, not sophisticated. This is mom's cooking. Does it get any better than this? A secret spot with carefully prepared home-style cooking?
Wish I could share, but it is open to anyone that can find it. There is no English menu, however the chef spoke quite good English and explained the menu to me. There are other places like this for you to find and explore in Yokosuka. Just let down your barriers, step inside, and let the adventure unfold. If it doesn't work out the worst that could happen is you eat somewhere else.
Walking by, one would be hard pressed to know it was a restaurant. Items placed outside the restaurant almost seemed they were deliberately set there to deceive passers-by into thinking it is something besides a restaurant. It's location is not too far from a frequently traveled path - and that's the best intelligence I can provide for location.

* Aficionado Intelligence Reporting (AIR) was conceived of grey bearded men, through brilliant thought, in a small Izakaya on the backstreets of Yokosuka.
