No, it's not Hong Kong City Hall restaurant with all its grandeur, but it's a good little cafe at a very reasonable price. Whether you happen to be in the area getting your license plates renewed or just want to try it out for lunch, you're welcome as it's open to the public. You can put it in your "unusual places" I've ate bin.
The Yokosuka City Hall cafeteria is located on the south end of City Hall in the basement. The entrance steps are located right next to the exit doors.
As you enter the doorway you'll see two of the set lunch options. A set and B set. If you like one of those you're good-to-go - so head to the counter to place your order. If you prefer one of the other lunches (see the menu below) just go to the counter and order. Depending on what you order you may be given a little token while your meal is prepared.
You can't complain at all about the prices. All meals pretty much come with rice, miso soup, and some Japanese pickles. The menus are shown below.

The menus are mostly in easy to read katakana. As discussed in the
key food kanji, we see
teishoku 定食 which is "set meal." Other key food kanji we see are yaki 焼き "bake," niku 肉 "meat," age 揚げ "deep fry, and don 丼 "served on top of rice in a bowl." We also see kaigun 海軍 which is the "Navy" in Navy Curry. The one other kanji at the top left of the menu (didn't make the key food kanji list though) is
日替わり which means daily special.
